The great news for Cosplayers in Japan!!
Toshima ward, where Ikbukuro is the major part, will celebrate its 80th anniversary.
The one hour cosplay parade will start from Ikebukuro east central park (東池袋中央公園 you can see on the below map) at 15:00 o 17th of Nov, 2012 and via Sunshine building and Animate, a manga store and the co-organiser of this event, go to the Nakaikebukuro park (中池袋公園 you can see on the below map).
Estimated 200 cosplayers will gather in Ikebukuro. Some of the cosplayers from Cure Cosplay Collection will be also there.
The deadline for the application to join this parade is 18:00 16th of Nov(Friday)!! It is free! And a free changing room will be provided. You can click the below pic directly going to the application form or click above pic and go on to the registration (参加エントリー )!

12:30 Registraion starts(after you do the online registration, you register your participation at the site, I think)
13:00 Changing room opens
15:00 Parade starts
16:00 Finish
If raining, this event will be unfortunately cancelled...
I found interesting, on the official site a small note saying "men can not wear women's clothes" but not saying for women wearing men's clothes, haha!
